2 Wheelers

India is the largest manufacturer of 2-wheeler vehicles and these vehicles are a very popular mode of personalized transport. Ranging from small mopeds, and scooters to motorcycles are popularly used in urban as well as rural areas.

This section is applicable for following types of 2 wheeler vehicles:

  • Petrol / Diesel / CNG / LPG / Alternate Fuel vehicles of engine capacity more than 25cc
  • Electric vehicles having power more than 250W and a maximum design speed of more than 25kmph.

3 Wheelers

3-wheeler passenger carriers are very extensively used for taxi applications in crowded urban areas. On account of simple designs and ease of operation, 3-wheeler vehicles find numerous applications across the country. There are several manufacturers in organized and unorganized sectors who produce 3-wheelers to meet local demand.

This section is applicable for following types of 3 wheeler vehicles:

  • Passenger or goods carriers
  • Fully built vehicles,
  • An incomplete vehicle in the form of Drive Away Chassis
  • Petrol / Diesel / CNG / LPG/Alternate Fuel vehicles
  • Electric vehicles having power more than 250W and speed more than 25kmph.

4 Wheeler Vehicles

This section is applicable for following types of 4 wheeled vehicles:

  • Passenger or goods carriers
  • Fully built vehicles
  • Incomplete vehicle in the form of Drive Away Chassis (For N & M2/M3 Categories)
  • Petrol / Diesel / CNG / LPG vehicles
  • Vehicles powered by alternate fuels such as Hydrogen, Ethanol, Methanol, Bio-CNG etc.
  • Electric vehicles

Type Approval requirements are broadly segregated for:

  • M1 / N1 category vehicles
  • Other than M1/N1 (i.e. M2, M3, N2, and N3)

Agricultural Tractor & Combined Harvester

Agriculture is an important sector of Indian economy. Owing to peculiar farming requirements and rural infrastructure, Agricultural Tractors are not only confined to the field or farms. Such vehicles are also used as means of transportation. Hence Agricultural Tractors and combined Harvesters are covered also under CMVR.

Construction Equipment Vehicle (CEV)

Construction Equipment Vehicle is normally a non-transport vehicle. Its driving on the road is incidental. For the purpose of compliance to road usage, several requirements related to design, safety and emission are specified under Central Motor Vehicles Rules.

Documentation and Operational Timelines for CMVR Type Approval of various Vehicle Categories

Following documents are required to be submitted by the vehicle manufacturer while uploaded CMVR Type Approval request on ARAI’s CMVR – TAS Online Portal.

  • Application Letter
  • Authorization Letter for Co-ordination and Signing authorities
  • Technical Specifications as per formats prescribed under AIS 007 (Technical Specifications can be downloaded from ARAI Website)
  • Drawings/Layouts as prescribed under AIS 007
  • Copies of Type Approval Certificate, Conformity of Production Certificates, BIS Licence for Safety Critical Components,
  • WMI/WMC certificates as per the respective standards notified under CMVR
  • Tentative date of submission of Test / Prototype Vehicle, Vehicular Systems and Components

Timeline to complete Certification Services at ARAI are as follows,

  • Full Level – Vehicle Type Approval (Graded as Type-III request at ARAI) – 45* Working days (New vehicle with complete set of tests applicable as per CMVR)
  • Partial Level – Vehicle Type Approval (Graded as Type-II request at ARAI) – 30* Working days (Technical changes for partial tests and documentation changes)
  • Documentation Approvals (Graded as Type- I request at ARAI) – 10* Working Days – Application for only documental changes for extension certification without any tests or verification on vehicles.

*Timelines indicated above are subjected to following conditions:

  • Submission of correct documents as per formats specified under AIS 007
  • Timely Submission of proto vehicle/ Sub-assemblies/BIW etc. for testing.
  • Component level certification has been completed for vehicle level approval.
